How to Rotate PC files in Adobe Acrobat
Clockwise -- Hold down CTRL and SHIFT keys, then click + (plus sign)
Counter-Clockwise -- Hold down CTRL and SHIFT keys, then click - (minus sign)

IE and Chrome browsers also allow you to rotate a pdf file withour downloading it.
Right click and look for "Rotate" choices.
